The Graspan Frankton is the only Counter-Terrorism Protective Security and Preparedness qualification developed in collaboration with, and endorsed by, NaCTSO, aligned to the Terrorism (Protection of Premises) Act 2025 (Martyn’s Law)

This tutor-led course comprising five days of face-to-face training, where the learner will be required to complete a workbook followed by a professional discussion. We offer classroom-based learning at our Newcastle HQ in addition to in-house delivery options [depending on number of delegates].

Who This Qualification Is For

CTPSaP is designed for the people in venues, sites, and organisations who hold operational or strategic responsibility for counter-terrorism preparedness. It is relevant for staff at any premises in the standard or enhanced tier under the Act, including:

  • Security officers and team leaders
  • Venue and facilities supervisors
  • Event safety stewards and supervisors
  • Protective security advisers
  • Operations managers and general managers of qualifying venues
  • Compliance, legal, and risk leads with responsibility for venue safety obligations
  • Health and safety managers extending their remit to include security preparedness
  • Senior staff at standard and enhanced tier premises seeking a formally recognised credential to evidence their duty of care

Qualification Built Around Six Mandatory Units

INTRODUCTION TO COUNTER-TERRORISM Foundational understanding of UK threat levels, common attack types, and key counter-terrorism legislation.

POSITIVE ORGANISATIONAL SECURITY CULTURE The components, benefits, and barriers to building and sustaining a strong security culture inside an organisation.

COUNTER-TERRORISM PROTECTIVE SECURITY Practical protective security measures relevant to venues, sites, and organisations.

COUNTER-TERRORISM PREPAREDNESS The principles and behaviours that make a venue ready, not just protected on paper.

COMPLETING A COUNTER-TERRORISM RISK ASSESSMENT AND PREPAREDNESS PLAN The applied unit where learners build the risk assessment and preparedness plan their organisation will use.

COMPLETING A COUNTER-TERRORISM WRITTEN RECOMMENDATION The output unit where learners produce a structured, defensible written recommendation for their own venue or organisation.

Completion of this qualification supports preparedness ahead of the Act’s full implementation. It does not on its own ensure compliance with the Terrorism (Protection of Premises) Act 2025
