The Graspan Frankton PFSO Course is a Department for Transport Approved training program that follows the framework of the ISPS Code. The training requirements for PFSOs are set out in Chapter XI-2 of the Annex to the International Convention for the Safety of Life at Sea (SOLAS), 1974, as amended, and in Part A and B of the International Ship & Port Facility Security (ISPS) Code, which are mandatory requirements under UK legislation.
The Graspan Frankton PFSO course specification has been developed by DfT, through its Maritime Operations Division to satisfy these requirements. Successful candidates will receive an approved certificate issued by the department for Transport. PFSO courses, both initial and refresher, are valid for a period of no more than five years from the date of course completion.
Course Outline:
Following a successful PFSO training course, candidates will be able to:
Understand the International maritime security framework and structure
Develop, maintain, and supervise the implementation of a Port Facility Security Plan (PFSP).
Understand and assess security risks, threats, and vulnerabilities to a Port Facility, and put in place controls and processes to mitigate against these.
Undertake regular security inspections of a Port Facility to ensure that mandatory and specific security measures are implemented and maintained.
Ensure that security equipment and systems are properly operated, tested, and calibrated.
Encourage security vigilance, awareness, and understanding amongst Port Facility personnel.
Describe current, specific security threats and risks associated with the UK maritime industry.
